In June 1984, talk began of creating a library branch in East Pennsboro. Because of the distance, West Shore Public Library was not convenient for East Pennsboro Township residents.  The Township agreed to provide the location rent-free and pay for utilities if West Shore Public Library would supply the books and materials.  The proposed location was on the second floor of the former Midway School; after renovation, the other sections of the building would become Township offices.

The East Pennsboro Branch Library opened on Monday, October 7, 1985.  Initially, the Branch's collection was created from West Shore Public Library’s reserve collection of duplicate books.  Also, as an Eagle Scout project, Jim Tezik spearheaded a drive that garnered 1,127 books to be added to the collection or sold to provide money for newer books.  A small group of volunteers operated the library until 1991.

The East Pennsboro Branch Library still occupies those three rooms on the second floor of the Municipal Building.  It now houses over 17,000 items.
